Why are sunset colours affected by atmospheric path length?

Near the horizon sunlight crosses a longer air path. Shorter wavelengths are preferentially scattered out of the direct beam, leaving relatively more red and orange. Particles, clouds and absorption alter the result; scattering does not mean sunlight changes its vacuum propagation speed by colour.
