Why does a storage water heater have a hot outlet high and cold inlet low?

Heating makes water near the element less dense and it rises, while cooler water occupies the lower region. Taking hot water near the top uses this stratification and a low cold inlet replenishes the tank. A thermostat controls heating; convection distributes heat but is not itself the energy source.
